Texas Drug Courts having a valid Memorandum of Understanding (MOU) in effect with the Department of State Health Services (DSHS) may register to use the Clinical Management for Behavioral Health Services (CMBHS) system. Access to CMBHS allows Judges to view the health records of defendants (with client consent as required by law) referred to DSHS providers for services.
This facilitates the Court’s monitoring of the defendant’s participation and progress in treatment and ensures that the Judge has timely access to information he or she needs to make decisions. CMBHS also assists Drug Courts to track performance output and outcome measures that are used to evaluate and improve their own performance and measures used for state and federal reporting.
The Drug Court will receive correspondence (letter, email or phone call) from DSHS regarding any needed information from the court, the use of CMBHS and instructions on any part of the set up process the Drug Court must complete in the CMBHS system. DSHS will complete as much of the set up process as possible and work with a Drug Court representative to complete the process.
